Opening up retail spaces to the public after a period of lockdown *will* end up in crowds unless you implement staged return of people and orchestrate their access times – since you can’t do that, you’re going to have crowds. No point asking nicely for the public not to crowd – sheeple are insane, and no part of their response has been logical or controlled so far. People were asked not to panic buy loo roll, did that work?
